Chelmsford has a number of local, regional and state partners supporting economic development initiatives. They include the following organizations and agencies:

Local Partners

Chelmsford Business Association
With over 300 members, the Chelmsford Business Association (CBA) advocates for town businesses both large and small. The CBA was key in redressing the disparity between business and residential tax rates; ultimately the Chelmsford Board of Selectmen voted to eliminate tax classification altogether in 1998. CBA demonstrates a strong civic presence through its sponsorship of events including WinterFest and the annual 4th of July Parade while it continues to work on behalf of Chelmsford businesses.

Regional Partners

Middlesex 3 Coalition
The Middlesex 3 Coalition communities share a common goal of fostering economic development,  job growth and retention, diversification of  the tax base and enhancement of  quality of life.  Members include stakeholders in local government, business, finance, education and development who have combined resources to promote the competitive advantages of the region and advance the economic vitality of the corridor.

Merrimack Valley Economic Development Council
Assisting the business development efforts of Chelmsford and neighboring communities, the Merrimack Valley Economic Development Council facilitates both communication between the public and private sectors as well as collaboration between towns. The council is funded through the Massachusetts Legislature, participating towns, and several area colleges and universities.

Northern Middlesex Council of Governments
The Northern Middlesex Council of Governments serves as the Town's regional planning agency and provides support for economic development, environmental planning, transportation and housing issues.

Greater Lowell Chamber of Commerce
The Greater Lowell Chamber of Commerce provides a significant unified voice in shaping the future growth of the business communities which it serves, and to provide a vehicle through which individuals can work to improve the area's business climate and quality of life.

State Partners
Massachusetts Office of Business Development

The Massachusetts Office of Business Development (MOBD) assists companies looking to locate, grow, or establish a presence in Massachusetts. The MOBD covers Chelmsford through a regional office and works with municipalities and companies to help them take advantage of economic incentive programs. The MOBD also established dedicated Business Resource Teams as a single point of contact for assisting businesses in locating human, financial, technical, site-location, and educational resources needed for business growth.

MassDevelopment is the Commonwealth's investment bank and real estate development agency. Its financing tools include predevelopment funds, tax-exempt and taxable bonds, and a variety of loan and guarantee programs. MassDevelopment also provides real estate development services, including concentrated financing and technical support to large-scale real estate development projects.

Massachusetts Alliance for Economic Development

Massachusetts Alliance for Economic Development, founded originally by a group of utility, telecommunications, and real estate companies, serves as an excellent source of information about the various regions of Massachusetts and their respective development potential. The alliance established and maintains the Massachusetts Site Finder service which allows businesses to locate appropriate properties for location or expansion.

Massachusetts Biotechnology Council
The Massachusetts Biotechnology Council plays a central role in promoting the scientific and economic advancement of the biotech and medical sciences fields in the area. The Council allows the biotechnology community to reach out to policy makers, other businesses, and the public cooperatively to maintain Massachusetts’ position as a premier location for high-tech education, research and business.
